There is no dust suppression system(water, local exhaust ventilation system), electrical connection should have GFCI.  Brick mason should be using respiratory protection and eye protection. Dangerous action, worker appears to be turning his head away from the chop saw. Possibly to protect his eyes from dust generated by the saw. Worker should make sure guard is in place before using the saw.
