A September 2003 U.S. Office of Management and Budget (OMB) report required by Congress reviewed 107 major federal regulations and found the benefits exceeded the costs. The report, Informing Regulatory Decisions, includes some OSHA standards, such as those for permit-required confined spaces and lead exposure in construction; see table 20.
